The Asia-Pacific Scout Conference which is convened biennially is the General Assembly of Scout Organisations in the Asia-Pacific Region. Formally organised as the Far East Scout Conference in 1958 with 14 countries as members follow ing its establishment by the Boy Scouts World Committee in 1956. it was renamed the Asia-Pacific Scout Conference in 1970. In 1972 this regional body represented 43 million Scouts and Adult Leaders from 20 member countries.

This regional Scout organisation has since held eight conferences. in Bagulo City (1958). Rangoon (1960). Bangkok (1962), Kuala Lumpur (1964). Taipei (1966). Seoul (1958), Wellington (1970). and Manila (1972). It aims at developing further the Scout Movement, to promote the spirit of world brotherhood and unity of purpose and common understanding in the fundamental principles of Scouting and to encourage mutual assistance and co-operation especially, among the Scout organisations in the Asia-Pacific region.

The Scout Movement in Singapore was formally organised in 1910 when Mr Frank Cooper Sands started the first troop with 30 boys at the Young Men's Christian Association. Nine years later the first Malay-speaking Group was formed. In 1947, Chinese High School started the first Chinese-speaking Troop. In 1953. the Singapore Training Team was formed to conduct training along international lines for Adult Leaders. The same year saw the organisation of the first Scout Group in a community centrе.

Forty years after its formation, Singapore Scouting was accorded branch status with direct affiliation to the then British Bay Scouts Association. In 1966, the Association became a full-member of the World Scout Bureau, Today, the Asso-ciation is one of the largest uniformed youth organisations in the Republic with 12,000 boys and just over 1,000 Adult Leaders in 252 Scout Groups. It is committed to training for citizenship and self development of our youths in schools, churches and community centres.

To mark the 9th Asia-Pacific Scout Conference to be held in Singapore in 1974, a set of two commemorative stamps in the values of 10 cents & 75 cents will be issued on 9 June, 1974.
