One of the unique features of Singapore is its rich and vibrant multi-cultural heritage. To ensure that young Singaporeans develop awareness and appreciation of their history and cultural roots, the Government mooted the idea of establishing heritage centres in Singapore to showcase the country's heritage, culture and history.

In line with the government's efforts, the Malay Heritage Foundation was formed on 28 July 1999 and the Istana Kampong Gelam and the surrounding grounds including the Gedung Kuning were designated as the site for the Malay Heritage Centre. The Istana Kampong Gelam was the original Istana [ or palace ] for the Malay rulers.
