Every second Monday in March each year, children in all countries of the Commonwealth celebrated Commonwealth Day. Commonwealth Day was inaugurated by the Commonwealth Heads of Government at their meeting in Ottawa, Canada in 1977. The main emphasis of Commonwealth Day is to enlighten and create, especially in the children of the Commonwealth, an awareness of the many forms of art, music, literature, poetry, culture, language, religion and other variances in life styles within the Commonwealth.

Singapore observed the 1983 Commonwealth Day with the issue of a set of four commemorative stamps on 14 March 1983. The stamps, all featuring a common motif of the Commonwealth emblem, are in the values of 10¢, 35¢, 75¢ and $1, respectively.
