For ten years running, Singapore's workforce has been rated tops by Business Environment Risk Information (BERI), an international risk analysis firm. The investments made in training, skills upgrading, automation and promoting the concept of productivity have paid off.

This stamp issue comprising two stamps commemorates ten years of the Productivity Movement. The Movement began in 1981 at a time when there was a global trend towards higher value-added industries and a high-wage correction policy. This meant that Singapore had to be more productive in order to have a competitive edge.

Through the collaborative efforts of the Government, employers and workers over the years, the importance of productivity is being driven home to all sectors of the population. For this decade, the focus is on developing a workforce that is inspired and driven by the drive for a quality worklife.

The two stamps of this issue show the key elements which determine Singapore's success: co-operation between the Government, employers and workers (20¢) and the workforce ($1). The caption, "The Best That We Can Be" on both the stamps, is a call for the people of Singapore to achieve higher productivity. The logo on the stamps is the celebration logo for the tenth anniversary of the Movement.
