In 1978, the first leg of the ASEAN Submarine Cable Network linking the Philippines and Singapore was completed. Two years later in 1980, the submarine cable was laid between Indonesia and Singapore. The third leg linking Malaysia, Singapore and Thailand, was completed in 1983.

The completion of the ASEAN Malaysia-Singapore-Thailand Submarine Cable System not only was another milestone in the development of telecommunication services in the three Asean member countries, it also symbolised the unity, understanding and cooperation that prevails among all Asean countries.

A set of four stamps and a miniature sheet were issued on 27 September 1983 to mark the completion of the ASEAN Malaysia-Singapore-Thailand Submarine Cable System. The ASEAN Submarine Cable Network was depicted on all the four stamps.
