A set of three stamps in the values of 10c, 35c and 75¢ will be issued on 24 June 1983 to mark the Neighbourhood Watch Scheme campaign which will run concurrently with the National Police Week to be held in the same month.

The Neighbourhood Watch Scheme was launched by the Singapore Police Force in June 1981. It is a friendly way of keeping our neighbourhood safe and crime-free. Immediate neighbours are asked to make informal arrangements among themselves to provide mutual help and protection against robbers, thieves and molesters by looking after each other's home and well-being. Its aims are to contain and prevent crime through concerted community effort and active cooperation with the Police thereby establishing a cohesive and caring society.

The Scheme has the support of grass-root organisations such as the Residents' Committees in public housing estates and Residents' Associations in private residential estates. To-date all 75 constituencies in Singapore have launched the Scheme in 213 (88%) of the 241 Residents' Committee Zones. A total of 7,300 Neighbourhood Watch Groups comprising some 34,000 household units are now participating in the Scheme.

The Neighbourhood Watch Scheme symbolises the close interaction and relationship between the community, the family, the children and above all the police, in their fight against a common enemy, crime. This symbolic relationship is graphically depicted on all the three stamp designs for the Neighbourhood Watch Scheme special stamp issue.
